An acceptable identification is a valid government-issued ID containing a photograph or the signature of the signer(s). The identification must be up to date and not expired. Acceptable identification includes but is not limited to: 

U.S. Passport or passport card

Driver's License issued by the United States

Photo ID issued by the United States

Foreign Passport

U.S. Military ID

Government ID card

Inmate ID issued by the State Department of Corrections of the Federal Bureau of Prisons (if the inmate is in federal or state custody)

If the signer does not have a valid identification (expired, maiden name, etc) the signer can bring a credible witness to the appointment. The credible witness must be known to both the signer and the notary. The credible witness will take an oath verifying the signer's identity. Having a valid identification is always preferred. 

Yes! A Notary can refuse to provide services if the notary is uncertain of a signer's identity, willingness, or general competence, or has a good reason to suspect fraud. Notaries should not refuse to serve anyone because of race, religion, nationality, lifestyle, or
because the person is not a client or customer.
